New Hampshire House Speaker Steve Shurtleff held a telephone meeting with leaders of both House caucuses Monday “in an effort to be more transparent.”

But Republican caucus leader Richard Hinch came away dissatisfied because the Speaker and House Majority Leader Doug Ley said they will not support, at this time, a House GOP plan to keep business taxes from increasing if revenue from those taxes fall below a level to trigger an uptick.
