A bitter, two-year fight at the State House over reforming the state’s animal cruelty laws in the wake of expensive, high-profile abuse cases could be headed for a compromise, according to legislative leaders.
House and Senate Democratic and Republican lawmakers were anxious not to declare premature victory over the issue that at times had advocates for humane animal care and kennel owners at loggerheads.
