There have been lots of editorials, newspaper articles, Facebook posts and tweets about Gov. Chris Sununu vetoing the FY 2020/21 budget. This is generally not the usual scenario, but when the Legislature and the governor’s office are controlled by two different parties, vetoes do occur.

Gov. Maggie Hassan vetoed a budget over pretty much the same issue. The difference was she did not support a decrease in the business enterprise tax and the business profits tax. She and her fellow Democrats claimed it would blow a $90 million hole in the budget. It did not happen. In fact, there have been budget surpluses each year. The budget surplus from the FY 2016/17 budget was used for one-time expenditures.
