With a wave of expected protests coming to Market Square beginning Thursday, “protesters’ constitutional rights will be guaranteed by the Portsmouth Police Department,” said Police Chief Robert Merner.
Merner told the City Council this week he and Capt. Mark Newport hope to be “active participants” with the groups planning the events. “We want to be part of the solution,” he said.
Protests and civil unrest have broken out in cities and towns across the country following the May 25 killing of George Floyd by a Minneapolis police officer. Video recorded of Floyd’s ultimately fatal arrest show now-former officer Derek Chauvin kneeling on his neck for 8 minutes and 46 seconds, while other officers stood by.
