An agreement between Portsmouth, Rye, private property owners, and perhaps the state and federal governments, if approved, would connect Rye’s Washington Road area to Portsmouth’s sewer system, with private citizens paying the $2.7 million-plus tab.
By unanimous vote of the City Council, an inter-municipal agreement for the plan was put on hold last week, pending further engineering study and a report back. According to a “briefing sheet” given to the council, private landowners paid for an initial engineering study, regarding “potential downstream impacts,” and that showed the need for a second engineering study. City officials have said Portsmouth would bear no cost and collect sewer rates from new users.
