Dumping fall leaves in or near water bodies and wetlands is against the law, residents are being warned as part of a rollout of new storm water-management regulations set by the Environmental Protection Agency.

The Department of Public Works Stormwater Division mailed informational cards to residents this week warning that state law (RSA 482-A:3) “prohibits filling streams and wetlands with waste materials, including yard waste.” The law specifically states, “No person shall excavate, remove, fill, dredge, or construct any structures in or on any bank, flat, marsh, or swamp in and adjacent to any waters of the state without a permit” from the state.
