There is cautious optimism in Concord as the governor and lawmakers appear to be moving toward a deal on the vetoed state budget.
New Hampshire has gone nearly 80 days without a state budget and has been operating on a continuing resolution that has left state agencies juggling finances as a cloud of uncertainty lingers over big issues, such as education funding.
