Proposal would build new secure psychiatric hospital

Lawmakers in Concord are considering a plan to move noncriminal psychiatric patients out of the state prison into a new hospital.
For 34 years, the state has been struggling to fix a problem at the secure psychiatric unit at the state prison in Concord, which was intended to be a temporary situation. Convicted criminals mixed with civilly committed patients who have not committed a crime but are deemed too dangerous to remain at New Hampshire Hospital or in the community.
