Apartment project on Elm Street in Manchester held up by court appeals

The construction of a new apartment building on Elm Street is being stalled by the owner of a commercial building next door who filed a court appeal over the size of the project and parking.
Oak Leaf Homes plans to build a six-story, 95,288-square-foot building with 90 apartments, a fitness club, office space, cafe and co-working space at 409 Elm St., across from the Market Basket supermarket. The development includes 122 parking spaces.
